Each player has three cards in front of them which represent possible actions, but after using one it must be swapped with one in front of another player, though not one they have just chosen. This ensures interesting tactical options and means you have to plan ahead in order to perform the actions you need to make. Various buildings can be built to give permanent benefits. Each turn some resources will need to be sacrificed to make progress on the road to Rome, and ensuring you keep up with the other players on this road is important.
